Parking Meter Technician II

Purpose:
 

Under general supervision, perform skilled and complex tasks related to the installation, programming, maintenance, diagnostics, and repair of solar-powered, computer-based, electronic, multi-space and single-space parking meters. 

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Responds to calls and alarms regarding parking equipment breakdowns and malfunctions. Assists customers in performing transactions and understanding parking regulations. Identifies and responds to computer-generated 311 Customer Service Requests.
  2. Troubleshoots system malfunctions and failures and replaces defective components and wiring. Utilizes various software applications to prepare signage, and to repair, maintain, and monitor parking meters.
  3. Disassembles, cleans, calibrates, and reassembles electronic components, ensuring proper programming and maintaining wireless communications link. Aligns, adjusts, and calibrates equipment according to specifications.
  4. Maintains records of repairs, calibrations, and tests. Inspects and tests equipment and systems using diagnostic and analytical tools.
  5. Collects and logs revenue from parking meters and prepares for deposit. Secures and transports meter revenue and completes required paperwork. Services permit requests by posting and removing permit notices for special events and right of way notifications.
  6. Issues citations or provides other mobility related services as assigned.
  7. Assists in providing training and guidance, and monitors the work of others for completion according to applicable standards.

Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of applicable Federal, State, and Local codes and ordinances; Texas Manual of Uniform Traffic Control Devices (TMUTCD) provisions, codes, and procedures; and applicable City policies and procedures related to safety and parking meter operations.
  • Knowledge of equipment installation and IP address programming, device software installation, and basic computer and internet networking principles.
  • Knowledge of cash handling procedures.
  • Knowledge of leadership techniques.
  • Skill in handling multiple tasks and prioritizing.
  • Skill in oral and written communication.
  • Skill in the use of hand tools, measuring devices, multimeter, and other electronics testing equipment used to diagnose and prevent potential issues within electronic signal devices.
  • Skill in the use of informational databases to track items or monitor progress.
  • Ability to effectively explain policy to employees in a professional manner, and establish and maintain effective working relationships with City employees and the public.
  • Ability to install, splice, remove, and test wiring and electronic components.
  • Ability to train, monitor, evaluate, and provide feedback regarding the work of others.
  • Ability to read and interpret engineering plans, blueprints, profiles, work orders, and schematics.
  • Ability to use cell phones, two-way radios, and other communications equipment.
Minimum Qualifications:
 
  • Graduation from an accredited high school or equivalent, plus three (3) years of experience in an electronics maintenance role.
  • Education may substitute for experience up to two (2) years.
Licenses and Certifications Required:
 

Valid Texas Driver License.
