Parking Meter Technician Specialist

Purpose:
 

Under general direction, performs quality review and skilled and complex tasks related to the installation, programming, maintenance, diagnostics, and repair of solar-powered, computer-based electronic multi-space and single-space meters. 

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Oversees work quality assurance and quality control, ensures appropriate execution of contracts, and manages assigned projects. Assists with inventory control and purchasing. Reads reports of issued permits and delivers correct permitting materials to assigned location. Provides detailed reports.
  2. Responds to calls and alarms regarding parking equipment breakdowns and malfunctions. Issues citations or provides other mobility-related services as assigned. Assists customers in performing transactions and understanding parking regulations. Identifies and responds to computer-generated 311 Customer Service Requests.
  3. Troubleshoots complex system malfunctions and failures and replaces defective components and wiring.
  4. Aligns, adjusts, and calibrates equipment according to specifications. Inspects and tests equipment and systems using diagnostic and analytical tools.
  5. Disassembles, cleans, calibrates, and reassembles complex electronic components or equipment using diagnostic and analytical tools, ensuring proper programming and maintaining wireless communications link. Utilizes various software applications to prepare signage, and to repair, maintain, and monitor, parking meters.
  6. Maintains records of repairs, calibrations, and tests.
  7. Conducts safety inspections and repairs damaged concrete and asphalt surfaces.
  8. Collects, logs, and reconciles revenue from parking meters and prepares for deposit. Secures and transports meter revenue and completes required paperwork.
  9. Maintains vehicles and equipment to ensure safe operation.
  10. Services permit requests by posting and removing permit notices for special events and right of way notifications. Provides training, monitoring, and feedback of completed work as a subject matter expert.

Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of applicable Federal, State, and Local codes and ordinances; the Texas Manual of Uniform Traffic Control Devices (TMUTCD) provisions and codes; and applicable City policies and procedures related to safety and parking meter operations.
  • Knowledge of equipment installation and IP address programming and basic computer and internet networking principles of device software installation.
  • Knowledge of cash handling procedures.
  • Knowledge of relevant policy and procedures relating to parking, citations, and parking permits related to permit and special event posting.
  • Knowledge of leadership techniques.
  • Skill in handling multiple tasks and prioritizing.
  • Skill in oral and written communication in various written formats.
  • Skill in the use of hand tools, measuring devices, multimeter, and other electronics testing equipment used to diagnose and prevent potential issues within electronic signal devices.
  • Skill in the use of informational databases to track items, produce reports, and monitor progress.
  • Ability to accurately log and report work progress, materials, man hours, etc. with or without the use of computer software.
  • Ability to analyze, troubleshoot, and repair electronic components.
  • Ability to effectively explain policy to employees in a professional and manner and establish and maintain effective working relationships with City employees and the public and in a subject matter expert capacity.
  • Ability to effectively manage projects and delegate responsibilities.
  • Ability to install, splice, remove, and test wiring and electronic components.
  • Ability to provide guidance and training, and monitor, evaluate, and provide feedback regarding complex work of others.
  • Ability to read and interpret engineering plans, blueprints, profiles, work orders, and schematics.
  • Ability to use cell phones, two-way radios, and other communications equipment.
Minimum Qualifications:
 
  • Graduation from an accredited high school or equivalent, plus five (5) years of experience in an electronics maintenance role.
  • Education may substitute for experience up to two (2) years.
Licenses and Certifications Required:
 

Valid Texas Driver License.
