IT Business Relationship Manager Senior

Purpose:
 

IT Business Relationship Manager Seniors serve as leader of the IT strategic interface with assigned City departments/areas. As a trusted advisor and advocate for the City/Departments, this position provide valued strategic consulting/guidance and ensure IT services meet the departments’ needs when and where they need them to. This position has responsibility for managing relationships between the departments and City IT. Facilitate and lead the planning and execution of IT initiatives to enable the City as a whole and the individual Departments to achieve their objectives through the effective use of technology.

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Cultivates and manages strategic relationships with appropriate stakeholders in City departments/areas of the business for the purpose of business-IT strategy development, solution/service discovery, service management, risk management and relationship management.
  2. Acts as the relationship manager between the departments and City IT and provides strategic consultation and recommendations based on business relevance, appropriate timing, and deployment.
  3. Facilitates and serves as a lead for the planning and execution of City IT initiatives to enable the City/department(s) to achieve their objectives through the effective use of technology and services.
  4. Advises stakeholders on options, risks, costs versus benefits, and impacts on services/solutions/products.
  5. Communicates decisions, priorities, and relevant information to appropriate levels of staff regarding service requests, projects, and initiatives.
  6. Serves as a trusted advisor and functions as the key point of contact for departments and City IT stakeholders and ensure stakeholders satisfaction with City IT service portfolio.
  7. Represents IT across the City by promoting IT’s vision, value, services, and capabilities.
  8. Communicates clearly, negotiate, listen, mitigate conflict, build alliances, coach, and mentor team members, and achieve desired results.

Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of emerging tools and technologies in information technology and their applications to business processes.
  • Knowledge of methods and practices for defining strategy, vision, and plan, driving continuous improvement, and defining and operationalizing business capability roadmaps.
  • Knowledge of change management practices, methods, and techniques to adapt, drive and implement change.
  • Knowledge of value realization practices, methods, and techniques to ensure that a quantifiable benefit gets realized after delivery.
  • Knowledge and exposure to strategic partnerships, collaboration and coordination of multiple departments with IT. Practices for solving both strategic and critical operational questions.
  • Skill in business cost-benefit analysis, business feasibility studies, capability analysis, risk management, performance measurement, and business continuity.
  • Skill in financial management.
  • Ability to see the big picture and make decisions based on strategy and value delivered.
  • Ability to foster relationships that benefit the organization as well as an individual’s effectiveness and efficiency.

Minimum Qualifications:
 
  • Graduation with a Bachelor’s degree from an accredited college or university with major coursework in Business, Computer Information Systems, Management Information Systems, Computer Science, or related field, plus six (6) years’ experience in a related field, two (2) of which were in a lead role.
  • Experience may substitute for education up to four (4) years.
  • Education may substitute for experience up to two (2) years.
