Purpose: |
|
Under limited direction, this position is responsible for the oversight, administration, and coordination of activities related to human resources (HR) programs; for supporting City Management, departments, and Citywide initiatives; and for educating stakeholders and overseeing compliance with Local, State, and Federal legislation related to HR functions. |
Duties, Functions and Responsibilities: |
|
Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
- Partners with internal and external stakeholders in the development and administration of HR programs and processes throughout the City.
- Serves as in-house resource to departments, Council, and staff on all issues related to a major area of HR administration.
- Develops and implements any City Charter or City Council-directed activities related to HR programs.
- Acts as community liaison to City Commissions or other groups, to include preparing and presenting to community groups.
- Monitors City compliance with City, State, and Federal laws by conducting audits, on-site visits, and surveys of all City departments for compliance with HR policies and procedures.
- Develops, delivers, and/or coordinates education and training programs to make City staff aware of HR program requirements.
- Coordinates staff throughout the Human Resources Department and between City departments; develops and implements work plans that ensure adherence to deadlines.
- Studies existing and new employment legislation and Federal, State, and Local legal requirements; ensures adherence to requirements and advises management on needed actions.
- Evaluates current programs, procedures, and practices on an on-going basis by reviewing statistical and programmatic reports.
- Plans for and develops policies, procedures, and programs to enhance efficiency and effectiveness of operations and services.
- Oversees the maintenance of historical and current records, including performance measure results. Protects and maintains confidentiality of HR records.
- Coordinates contracts and adheres to purchasing guidelines for procurement of goods and services.

- Ability to provide leadership and integrity within the Human Resources Department and throughout City departments.

- Ability to participate in continuing education to stay current on technical and professional knowledge.

Minimum Qualifications: |
|
- Graduation with a Bachelor’s degree from an accredited college or university with major coursework in Human Resources, Business, or Public Administration, or in a field related to the job, plus five (5) years of experience in in a field related to the job, including two (2) years of experience in a lead or supervisory capacity.
- Experience may substitute for education up to the maximum of four (4) years.
