Airport Systems Maintenance Superintendent

Purpose:
 

Under limited supervision of the Airport Systems Maintenance Chief, this position supervises, plans, coordinates, and directs the installation, maintenance, construction, and repair activities of skilled craft professionals, semi-skilled maintenance personnel, and Airport contract employees and crews performing maintenance and repairs of facilities, buildings, and equipment at Austin Bergstrom International Airport (ABIA). 

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Supervises and evaluates routine and complex maintenance and repair work. Plans and coordinates all airport maintenance and repair work on one or more facility systems (e.g., electrical, HVAC, plumbing, life safety, security, baggage conveying, SCADA, and carpentry, etc.).
  2. Assists with preparing scopes of work and contract criteria. Performs evaluations and walkthroughs on specialized plumbing, electrical, building, and mechanical repairs. Reviews installation, maintenance, or repair plans and work, and ensures regulation and safety compliance.
  3. Serves as subject matter expert for the department on building systems, evaluation, design, contract and permit bidding, and construction safety. Instructs staff and contract personnel on airport rules, regulations, and security and safety requirements. Interprets, explains, and enforces City policies and procedures, building codes, specifications, and ordinances.
  4. Provides cost estimates, vendor acquisition bidding, and permitting process support for all Aviation construction and maintenance activities. Researches warranties and monitors expenditures and utilization to maintain operational budget.
  5. Reviews and analyzes projects to determine scope of work; performs area surveys and blueprint takeoffs to calculate job cost estimates; plans and coordinates projects; and provides budget input for various maintenance, repair, and replacement projects.
  6. Prepares and reviews standards, equipment specifications, design procedures, test procedures; and assists in the preparation of safety procedures.
  7. Coordinates activities with project management to develop and implement CIP/TIP construction projects, labor, budget, and schedule estimates. Assists with the development of CIP and O&M sectional budget associated with improvements and enhancements to various systems and facilities.
  8. Responds to and manages facility and system restoration due to weather, equipment malfunction, or damage. Monitors restoration activities to ensure the safety of employees and building assets.
  9. Communicates and responds to issues or concerns of constituents, other departments, and public and private entities. Prepares correspondence and reports; and reviews weekly work orders, accident reports, and safety and incident documentation.
  10. Performs procurement duties and responsibilities; solicits bids; tracks equipment purchases; and assists with budget preparations, budget monitoring, and life cycle cost analysis. Monitors Asset Management System (AMS), provides quality assurance review of maintenance and repair activities, and monitors system and equipment up-time for performance metrics.

  • Knowledge of construction of various types of structures and the use of heavy equipment.
  • Knowledge of small engines and the methods and equipment used in the repair and servicing.

  • Knowledge of fiscal planning and budget preparation.
  • Knowledge of supervisory and managerial techniques and principles.
  • Knowledge of professional licensing requirements.
  • Knowledge of airport systems and technology.

  • Ability to check and prepare cost and construction estimates.

  • Ability to establish and maintain effective working relationships with City employees and the general public.
Minimum Qualifications:
 

Graduation from an accredited high school or equivalent, plus eight (8) years of experience in facility and/or systems maintenance, including three (3) years of experience which were in a supervisory capacity.

Licenses and Certifications Required:
 

Valid State of Texas Class “C” Driver License.
