Senior Division Manager, Airport Systems Maintenance

Purpose:
 

Under minimal direction of the Deputy Chief Operating Officer, this position directs, manages, supervises, and coordinates all maintenance operations of Austin Bergstrom International Airport (ABIA). 

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Manages the operations and maintenance of City-owned facilities and properties to ensure effectiveness and efficiency of operations.
  2. Plans, organizes, and directs maintenance activities to ensure efficient, safe, and effective airport operations, airport safety, terminal and passenger services, emergency management, and general aviation operations. Coordinates with airport tenants on operational, equipment, and system safety matters.
  3. Participates in the development and implementation of goals, objectives, policies, and priorities for assigned service areas, programs, and operations; and recommends and administers policies and procedures.
  4. Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; and recommends appropriate service and staffing levels.
  5. Represents the department in board and commission meetings on matters related to maintenance operations. Monitors and ensures division is compliant with all governmental regulations, ordinances, directives and City practices, policies, and procedures.
  6. Participates in the development and administration of the annual budget; participates in the forecast of funds needed for staffing, equipment, materials, and supplies; monitors and approves expenditures; and implements adjustments. Assists with the development and monitoring of operations, maintenance, and capital budgets, and responds to deviations from cost or timeline projections.
  7. Oversees the activities for safety programs for assigned sections and work groups and oversees the planning for safety programs and activities; and ensures compliance with safety and environmental requirements.
  8. Oversees and participates in providing customer service to internal and external customers; and responds to and resolves difficult and sensitive customer inquiries and complaints.
  9. Implements programs and assists management with developing strategic initiatives to accomplish the Airport goals. Directs the analysis of system and equipment operations to develop plans for operational enhancements.
  10. Prepares and reviews reports as part of the process of monitoring and communicating performance results.

Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of principles and practices of management necessary to plan, organize, implement, analyze, and evaluate the maintenance and operational activities of an international airport.
  • Knowledge of principles of personnel administration and management development including selection, training, and supervision of management staff.
  • Knowledge of methods and techniques involved in conducting analytical studies of maintenance and management practices, methods, and procedures.
  • Knowledge of legislative processes of the county, State, and Federal governments.
  • Knowledge of applicable Federal, State, and Local laws, codes, and regulations governing airport operations, air transportation, airport security and safety, and air carrier operations, including the Federal Aviation Administration and Transportation Security Administration.
  • Knowledge of principles and practices of airport and land use planning, construction, and government planning in urban and metropolitan areas.
  • Knowledge of procedures and processes of public sector budget preparation and maintenance.
  • Knowledge of principles of airport operations commonly used at both air carrier and general aviation airports.
  • Knowledge of fiscal planning and budget preparation.
  • Knowledge of City practices, policies, and procedures.
  • Knowledge of supervisory and managerial techniques, methods, and principles.
  • Knowledge of municipal asset utilization and regulatory and legislative issues.
  • Skill in oral and written communication.
  • Skill in handling multiple tasks and prioritizing.
  • Skill in using computers and related software.
  • Skill in data analysis and problem solving.
  • Skill in planning and organizing.
  • Skill in handling conflict and uncertain situations.

Minimum Qualifications:
 
  • Graduation with a Bachelor's degree or higher from an accredited college or university in aviation management, transportation, business or public administration, planning, or in a field related to the job, plus eight (8) years of experience in airport management at a commercial service airport involving airport operations, facility and/or systems maintenance, safety, or security, including four (4) years of experience which were in a supervisory capacity.
  • Experience may substitute for one (1) year of the required education up to a maximum of four (4) years.
Licenses and Certifications Required:
 

Valid State of Texas Class “C” Driver License.
