Drainage Operations Superintendent

Purpose:
 

With substantial latitude for independent action and decision, this position oversees and manages the daily operations of field personnel and their supervisors performing construction, repair, and maintenance of storm water drainage systems for a drainage utility department.

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Manages the day-to-day operations for the construction, maintenance, and repair of the City’s storm water drainage systems to reduce flooding, repair erosion, and improve the quality of storm water.
  2. Reviews proposed design/construction plans and specifications with engineers and provides technical expertise to planned construction, maintenance, and repair activities.
  3. Coordinates with the appropriate project personnel and provides feedback regarding operations, materials, equipment, and personnel. Develops work-site plans for significant construction and maintenance activities.
  4. Oversees and manages the inventory of materials, supplies, and equipment to ensure an adequate quantity is available for planned work.
  5. Conducts independent inspections of projects for quality control and ensures work standards adhere to regulations, policies, and procedures. Reviews work priorities, schedules, and assignments.
  6. Approves expenditures for equipment and materials, and monitors budget for assigned area. Estimates job costs for work orders.
  7. Is accountable for identifying and developing contracts for goods and services, professional services, purchases, and procurements for projects and ensures they are within budget and per policy.
  8. Evaluates program objectives and makes recommendations for changes in procedures, processes, and policies. Communicates changes to staff and oversees implementation of changes.
  9. Makes recommendations and assists the division manager in development of preliminary operating budgets for the work group.
  10. Bears responsibility for assigning and ensuring the availability of on-call personnel on a rotating basis and schedules adequate staffing during emergency events.
  11. Prepares correspondence and reports. Reviews daily work sheets, equipment sheets, accident, safety, and incident documentations.
  12. Ensures proper training and guidance is provided for personnel.
Responsibilities - Supervisor and/or Leadership Exercised:
 

Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal.  

Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of, and experience in, the construction and rehabilitation projects, engineering principles and practices, design, construction cost, and scheduling of storm drain systems.
  • Knowledge of hydraulic principles, storm water conveyance, detention facilities, and excavation principles and equipment.
  • Knowledge of Federal, State, and Local laws.
  • Knowledge of City practices, policies, and procedures.
  • Skill in management including planning and organizing, problem analysis and decision-making, time management, leadership, and interpersonal skills.
  • Skill in using computers and related software.
  • Ability to communicate effectively with the public on matters related to service delivery.
  • Ability to resolve complaints in an expeditious manner.
  • Ability to effectively supervise the daily ongoing activities of a drainage maintenance workforce including performance monitoring, attendance management, and Occupational Health & Safety compliance.
  • Ability to work with frequent interruptions and changes in priorities.
  • Ability to establish and maintain good relationships with other City employees and the public.
Minimum Qualifications:
 
  • Graduation from an accredited high school or equivalent, plus eight (8) years of progressively responsible experience in construction, including six (6) years of progressively responsible experience in the management, operation, and maintenance of storm drain systems and two (2) years of supervisory experience of construction/maintenance work groups.
  • Graduation with a Bachelor’s degree in a related field from an accredited college or university may substitute for the non-supervisory experience up to the maximum of four (4) years.
Licenses and Certifications Required:
 

Texas Operator Driver License.

Physical Requirements:
 

Frequent standing, sitting, walking, and driving; good vision and hearing; manual dexterity and mobility; able to lift and carry up to ninety (90) pounds; and occasionally perform manual labor.
