Airport Chief Financial Officer

Purpose:
 

Reporting to the Airport Chief Executive Officer, this position operates with a high level of autonomy, and is responsible for directing the organization’s financial management analysis/strategy, operating and capital budgets, accounting, procurement, investments, securing funding, airline rate setting, and related contractual and Airport relationships with lending institutions, bondholders and financial institutions.

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Provides overall leadership and direction for the financial planning, budget, corporate accounting, forecasting, rates, enterprise risk control management, procurement, and contract management.
  2. Provides oversight of the organization’s financial planning and analysis including development of objectives and guidelines pertaining to the budget process and use of airport funds.
  3. Ensures there is adequate cash flow to meet the organization needs, including securing funding as needed.
  4. Oversees the department’s financial and regulatory reporting, financial forecasting and budgeting processes, and development and maintenance of internal controls to safeguard financial assets of the organization, to meet financial related regulatory requirements, and to ensure proper financial reporting.
  5. Develops and implements short- and long-term strategies to maximize all airport revenue areas.
  6. Provides leadership and works with assigned staff to ensure a high performance, customer service-oriented work environment that supports achieving the department’s mission, goals, and service expectations.
  7. Provides oversight of all procurement and contract management activities and ensures department’s interests are represented in any business activities regarding the agreement.
  8. Represents the department’s interests in financial policy, aviation, and technical issues with governmental/regulatory agencies, boards, councils, commissions, and oversight bodies.
  9. Monitors industry trends and implements best practices.
Responsibilities - Supervisor and/or Leadership Exercised:
 

Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal.

Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of Federal, State, and Local laws, regulations, and ordinances affecting the airport.
  • Knowledge of, and expertise in, the areas of accounting, budgeting, financial control and financial forecasting methods, rates, and risk management.
  • Knowledge of all facets of the aviation industry with a focus on finance functions.
  • Knowledge of aviation principles for cost of service, cost allocation, and rate design.
  • Knowledge of strategic business planning, reengineering, organizational change strategies, and performance measurement to achieve business excellence.
  • Knowledge of bonds (general obligation, certificates of obligation, and revenue, etc.).
  • Skill in fiscal planning, developing budgets, managing revenues and expenses.
  • Skill in managing and allocating financial resources to execute operational plans.
  • Ability to develop flexible and adaptable strategies to achieve organizational goals by understanding the organizational capabilities and airline market conditions, the regulatory environment, and technological advancements.
  • Ability to design short- and long-term strategies/programs that are scalable and efficient in a large and complex organization.
  • Ability to implement current best practices of leadership and management through training and maintaining an engaged work environment.
  • Ability to work with and coordinate between multiple City departments and internal business units to meet goals and objectives.
  • Ability to make decisions and develop innovative approaches to deal with frequent change, unexpected events, conflicts, and uncertain situations.
  • Ability to communicate effectively both verbally and in writing.
Minimum Qualifications:
 
  • Graduation with a Bachelor’s degree from an accredited college or university in Public or Business Administration, Finance, Accounting, or in a field related to the job, plus at least eight (8) years of senior-level experience in financial positions at airports, airlines, or comparable organizations, including six (6) years of experience which were in a managerial or executive capacity.
  • Graduation with a Master's degree from an accredited college or university may substitute for up to two (2) years of the required experience.
